Abstract:
ICT start-ups in Indonesia has developed rapidly in the last few years. The developments has been indicated by the emergence of many ICT start-up and start-up communities in Indonesia. The purpose of this study is to highlight the present status and the development of ICT start-ups in Indonesia during the period of 2009-2012. In this study, we used narrative analysis. Data and information were obtained through document analysis (literature review, industrial reports, government reports and grey literature including much internet-based material), direct observation and interviews with ICT start-up founders, the initiators of the ICT start-up communities, government, and venture capitalist. Our most novel finding is that start-up communities in Indonesia become a catalyst for the development of the ICT start-ups. Start-up communities were become a place for ICT start-up founders to build a business and create collaboration between ICT start-ups, government, telecommunication operators, and venture capitalists. We also found that ICT start-ups were given little support by the Indonesian government, and the administrative procedures to set up a new company were famously inefficient. In addition, ICT start-ups were given no protection from foreign players, with the digital market being completely open from a regulatory perspective. Based on the findings this study concluded that the role of start-up communities, government, investor and mass media was significantly helping to leverage entrepreneurial resources to benefit ICT start-ups performance, and to reach markets.
